on a side note, i don't think Roku3 can does FHD UI.
for 1080 UI, 4k player required.

The "up to" refers to the number of images (6), not the size of each image.
Try uploading an image with a size other than 1920x1080 and see what happens. - destrukStreaming StarFor now we upscale them in a graphics program before uploading, but it'd be nice to remove that step like it used to be.

If it was intentional, i would imagine announcement was made.
Otherwise it may be a simple mistake - i bet 90% of players in the wild are limited <= 720p UI, meaning prevailing majority would be doing downscale with loss of quality. - belltownRoku Guru

The option for 1280 x 720 screenshots was removed from the GitHub documentation on Oct 14, 2016 by Danny Ng: https://github.com/rokudev/docs/commit/daf8bd70d0537269e3a5066f0cf2e3be223f6857 because of the "new submission flow".
I don't remember seeing an announcement to that effect, however. - belltownRoku GuruTo add to the confusion, even though the Publishing Channels documentation was updated to remove any mention of 1280x720 screenshots, the Channel Artwork documentation was not: https://github.com/rokudev/docs/issues/27.
