Roku menu displaying 1920x1080?

Question

I've noticed that my Roku menus display at 1280x720. How can I force them to display at 1920x1080?
I know that my TV is displaying at 1920x1080 and I've doubled checked that my Roku player settings are at 1920x1080.
I'm playing with Scene Graph XML tutorials and the X,Y coordinates don't match my 1920x1080 graphics.

1920x1080 UI will of course only display on the Roku 4, all other devices will display a 720p UI. - Joel

I added the  ui_resolutions=fhd in my manifest at first and it didn't work. After several other attempts, the menus now display in 1920 x 1080.I'm developing on a Roku 3.

Non-Roku4 models can do 1080 UI? How so?
