RAF Doesn't Adhere to Video Window

When I attach the RAF player to the view containing my window it just sets the offset of the RAF player to be the same as the view.  It doesn't seem to adhere to the translation.  The RAF player always plays in full screen width and height.  Does anyone else have this issue and is there a solution?
