Push Notification URL Won't Update

I am unable to update the URL for Push Notifications.  I had an "http" URL in there prior and trying to change it to "https" but when I click save it just says Loading and keeps spinning forever, never updates.  I also cannot use Replay Notifications.  It keeps telling me something went wrong no matter what range I use.
