Do you actually have a Developer Account? [See http://sdkdocs.roku.com/display/sdkdoc/Channel+Packaging+And+Publishing, section 2.4, Signing up for the Developer Program].
That will give you access to the SDK download, although I suspect that it will have the same version of the PowerPoint Mockup Tool as the one you already found. Roku is not known for keeping its developer documentation up-to-date.
