Obtain DEVELOPER KEY - USE PKG files

Hi

Trying a generator our that create .pkg files.

How do I load .pkg files into Roku?

There's an option on the installation browser screen that says "Packager(No dev key)" and it isn't active?

I'm assuming that's what I need to make active - so how do I obtain a "key"??
