Focus issue with PanelSet and a GridPanel

I have a PanelSet where the left panel is a ListPane and the right side is a GridPanel.  Even though the right side has yet to receive focus the first item in the grid has already had it's  focusPercent updated.  Why is that?  Is there a way to not have that first time focused until the Panel itself gains focus for the first time?
