Do Developers Need A Roku Box

This probably seems like a stupid question but do I need to physically own a Roku box to publish a developer channel? I have all my episodes and cannot understand how I go from setting up my channel with info and graphics to getting it to publish episodes.

I'm usually pretty good at this stuff, but i'm totally lost here.
