Dialog Loses Focus

I have a screnegraph dialog instantiated in xml with two buttons.  It shows up and gets focus, but as soon as I attempt to move from the first button the dialog loses focus which switches to a rowlist which is part of the same parent.  According to the documentation the dialog is supposed to trap all input.  Has anyone run into this?
