Developer mode lost url had it and think I threw it away
How do i find my developer mode URL I had it but I lost the paper and I reset the TV but it eont let me go through the process anymore

It's just the IP address of your Roku. You can find that in the Roku settings menus (I think system -> network)
After you reset the TV, did you reconnect it to a Roku account? Roku devices won't let you enter developer mode if they're not connected.
