The Developer Guide specifies to look at the table on page 6 to target the model for which you are developing code.

This is what is listed:
Roku LT*
Roku 2 HD
Roku 2 XD
Roku 2 XS

I have a Roku3 - does this mean I can't dev a channel?

No. It just means the guide hasn't been updated.
