Custom Roku app to support YouTube DIAL streaming?

Hi,

Is Roku SDK open to allow streaming YouTube video content via DIAL from a mobile app, other than the YouTube app? i.e. could i develop a Roku channel that allows streaming YouTube videos via DIAL?
