There are a couple of other blogs with the vimeo issue - no solutions yet. Both Roku and Vimeo have responded with a canned, unhelpful answer to the tickets I've submitted.
I am just moving my files off Vimeo and trying Pcloud, at the suggestion of someone who does more of this than I do. Upload to the Public Folder and use the direct link. I'm waiting for Roku to refresh the Feed Status to see if this worked. Good luck!

Hello,
Vimeo believes to have found the issue to the Direct Publisher feed error issues. In fact, we're already seeing many feeds successfully ingesting for previously-published channels. Feel free to check on-device and in the Developer Dashboard (under Feed Status) to see if your content is appearing successfully.
We will update you once Vimeo has officially confirmed the fix on their end. We hope to do so in the next day or two.
Thank you for your continued patience as we work with Vimeo to resolve these feed errors.

I received the same message. Checked Roku - the feed status is now checked green, but the detail still shows the Vimeo file with the "url unreachable" message. Maybe it hasn't updated yet.
