Artifacting on video start

Hi all, I'm getting some serious artifacting whenever I start playing a video on my channel. It lasts about 5 seconds, and then goes away. I saw a post a while back about it being related to the video not starting on an I-frame. Is there any way to prevent this other than re-encoding the videos?
