Are private channels not available in Mexico?

I have a private channel I'm testing with my app users, it will be private while my app is in beta release. My users in Mexico are unable to install the channel but other international users haven't had an issue. Is this normal?

    Have you been able to solve your problem to register rokus in Mexico? Today this message appeared just on the first screen to add a new channel:

    There was a server error creating a new channel. Please try again or contact customer support
