Every time I wake my other Alexa, my sound bar Alexa responds "I am unable to access the internet, blah, blah, blah, (even when internet is connected), either way don't want or need it. I unpaired it through my Alexa app, yet when I wake my other Alexa the sound bar responds.

This is a bit unusual, but consider reinstalling the Alexa app. After you've reinstalled it, try to remove the Roku device again and see if that makes a difference. Also, ensure you have the latest version of the Alexa app installed. If you're using an Android device, be sure to clear the cache and app data for the app.
