Why do some channels ask for my TV provider

I’m going through this myself and trying to find away around.

Tinantn, it has nothing to do with Roku. Content owners/providers want to get paid. They could either offer a subscription to access their content or require you to be paying through some kind of TV provider. They often choose the latter, but you're not going to get it for free. What I find disgusting is that they want you to pay somehow and still jam a plethora of advertisements down your throat.

  How come I can't stream free live OTA networks channels that are listed on the Roku channel, without a cable provider?
  Sometimes my OTA signal is choppy and I would like to use streaming as a backup.
  These networks are running ads to pay for their content, isn't it part of their charter with the fcc bandwidth allotment to provide free public access to the local networks?

    But as soon as someone wants to retransmit their signals, such as through a cable system or streaming service, then the content/copyright owner is allowed to make them pay for the privilege. And many of them do.
