Unable to Post a topic to Issue Tracking Board

I am unable to post a new topic to the "Issue Tracking Board" https://community.roku.com/t5/Issue-Tracking-Board/bd-p/Known-issues. I am logged in, but the "Post a topic" button there is disabled and my mouse changes to a circle-slash when over it.

Meanwhile, I can post a topic elsewhere (like I am right now), and I can even reply to existing posts on the board. I have tried different browsers and turned off extensions, no use.

Ideas for what the problem is?

    The Issue Tracking Board only allows Roku employees to create threads there. We can respond to an existing thread, but they need to create the thread first. You can recommend a problem be added to the tracker, but only Roku staff can add it.
