I installed The Weather Network to investigate. Should be a new, uncorrupted, installation.
It loaded to its blue splash screen, but then did nothing beyond that. This on a Streaming Stick 3600.
On the Help section of their website there are several statements about a recent "cybersecurity incident". They indicate that services have now been restored. But obviously it's not working on Rokus. What troubles me is that I couldn't find any mention of Roku anywhere on their site. I left a message to report that service on Roku is still not working and I also asked if Roku is still a supported platform.
I have not yet received a response.

Please post resolution when you get one. Been having the same issue for over a week. Works on my phone no problem. Going to delete weather network app until it’s fixed and just use phone.

There's still no specific mention of Roku devices:

We hear you and understand the issue you're currently experiencing. It seems like @denhow provided a statement coming from The Weather Network's support. Additionally, we recommend directly contacting them and inquiring further about this as this can be addressed on their end by working on an update for a solution.

Progress!
The Weather Network app no longer hangs at startup. It loads and appears to work. However it's reporting that the current temperature at my location is 167 degrees Fahrenheit, with a Feels Like of 174!
To be fair, the 14 days forecast has reasonable numbers.
So not quite everything has been fixed yet. But it's getting there.
