Are you in Canada? I believe it's only available there. If you are, then there's likely a problem with the region assigned to your Roku account. There's a few reasons that can occur. App and feature availability is tied to the region of the Roku account.

Not all apps are available for use depending on what country and/or state you live in.
Yes, Over The Air borders are "soft" and depend how high and how large your antenna is. Streaming borders work entirely differently so things may not always line up. When I was a kid in the 1960s, I had a mail conversation with a Canadian TV station that didn't believe I could receive their signal until I sent them some Polaroids.
I understand some of the limitations, but the restrictions are almost kind of silly now in the age of streaming where you can basically take your viewing anywhere you want. If you are willing to pay for the services, why not be able to view wherever you want.
