I am in Quebec, and notice the exact same thing, YouTube, and other streaming services show French ads, where when I watch Youtube on my computer using Chrome and the same ISP I get English ads. Mind you the Chrome browser watching of YouTube is almost unwatchable now with Youtube ads.
