It's probably Adaptive bitrate streaming. It's starting out at a low bitrate/quality stream and then switching to a higher bitrate stream. It gets you a picture quicker, but at a lower quality. With your speed, there's no reason why it's needed, but I don't think there's anything you can do about it.
It doesn't do this on youtube tv etc, so it's Directv specific. Wouldn't the issue you mentioned affect all the apps?

Not if it's Directv's servers that are doing it. Try logging into your account and see if you have any settings regarding picture quality, bandwidth control, stream rate, etc.

But it doesn't do it on other streamin devices so wouldn't that mean it's not directv but ROKU? If DTV was the issue why is it not showing on google chrome cast, Amazon Fire Stick, Apple TV or Nvidia?

Maybe, maybe not. DTV could implement settings differently depending on which version of its app it is feeding. It could even be using different servers depending on which version of its app is connected to it.
