Roku channels won’t work -other streaming do

We setup our Roku tv at our new rental in the DR. (It has always worked in previous years). Wifi connection is fine. None of the “Roku” channels work but other streaming service like Disney + or YouTube do work. If you go to a channel; the screen turns black. I’ve reset everything to factory settings and ran software updates,  I’ve power cycled the router x 2.   The only thing I haven’t tried because I can’t get a cell connection in where the tv is located is use my cell phone as a hotspot so I’d be testing a different wifi connection. 
is it possible the ISP is blocking Roku?  Any other suggestions? Within the community support suggestions. I think I’ve tried everything!

    Thanks for letting us know about your concern with streaming content on The Roku Channel. We also appreciate the steps you have taken to resolve the issue. It appears that a setting on your network is blocking access to the Roku Channel server.

    For this matter, we would recommend trying a mobile hotspot with a good signal if there are alternative providers to see if you notice any difference. In addition, you can reach out to your internet service provider and inquire further about your network's status to see if there are settings that can be configured to gain access to The Roku Channel.
