Roku Channel will not show live TV

I have a hotel like setup with over 450 Rokus and all of them are having the same problem. 

When opening the Roku channel, we can see the guide with all the titles, but when we try to tune into any tile, the screen will just go black and nothing will work. 

I want to know if the issue might be network related or if it is something with Roku. 

We have made sure the Rokus are up to date and have messed around with our network to see if maybe a firewall rule or a specific wifi band were the issue, but have not had luck in figuring it out. 

Any sort of guidance would be greatly appreciated.
