UPDATE:
This problem has arisen again for me (and judging by recents kudos, for others). Less than a week after Bally totally screwed up an "upgrade" - for which they're issuing credits for downed service (https://www.reddit.com/r/pacers/comments/17p7edy/bally_giving_fans_7_day_credit/).

So I'm leaning more towards the ball being in Bally's court.
