Picture Quality on the TV itself. Is it possible to change? 43" TCL Roku tv 4K HDR

The title might be a little misleading but I watch Shows through dvd and some of them look bad because the tv resolution is too high. I might have a solution for some of them but my vhs that plays on the vhs player would still suffer. Is there any way to change the resolution or any of the settings that would at least make it smooth rather then over blurred
