Live TV apps present in stop-motion

It started off just being the Spectrum app that seems like stop-motion. It’s been happening for a few months. I could turn off the entire tv for several minutes and turn it back on and it would be fine. Now it’s all of my live tv apps that are acting this way. Please help me fix this. Thanks!
