How to take youtube off permanently?

I don't want my little brother watching YouTube anymore because there's way too much stuff on there that a toddler should not be watching. So today I removed the app and put on a kids movie, I come back to his room later and he's back on YouTube. (He'll start crying if I try to change it) I literally removed it off the Apps section so I'm extremely confused on how he got back on it. How can I remove it forever and maybe put on some parental controls or something?

    He may be savvy enough to add YouTube back in from the Streaming Channels menu item.

    If you log into your account at https://my.roku.com you can create or reset a PIN value. You can then choose when the PIN is to be required, such as before it will allow any channel to be added to your account and/or a subscription or purchase to be made on your account.
