Downloader is only available for Android and Android-varient operating systems (ie. firetv, googletv, etc). Can also be used on PCs via an emulator if needed as well.
Downloader is not supported on Roku devices and the Roku OS.

If you want some sort of method to browse and cast web videos to your Roku devices, you can look at Web Video Caster, Castify, and others that have been developed for Roku.
Roku does not support web browsers (prohibited) on their platform so if you come across one online or even in the Roku Channel Store, they won't work. (unfortunately, Roku has yet to remove some purported web browsers from their store).
