You'd have to ask them. Roku isn't responsible for how apps authorize their users.
I've read here and there that some content providers want extra money from cable/sat providers to allow "TV Everywhere" apps to be used, and some cable companies don't pay it. (Since people already complain about the cost of cable.) In any case, like renojim said, that's something going on between Fox Sports and Dish, so you'll need to ask them.
