Different volume between apps?

Roku ultra. I’ve noticed that compared to my old (and **bleep**) Fire stick that some apps I have to crank up the volume and some I have to turn it down. Would a sound bar fix it/level it out? I have a feeling it’s app dependent but I never had this problem with the old Fire stick.
