Generally speaking, this usually occurs when the flash memory in the device is failing. (hardware issue).
If you are currently using the TV USB for power, you can try using a power adapter at the wall. (5volt, 1amp cell phone charger). If currently using the wall adapter, can try using another one.
However, this symptom is usually indicative of a failing/failed device if the power supply is not determined to be the culprit..
If under a year, you should qualify for replacement under warranty. https://support.roku.com/article/208757058
