Channel availability can be restricted to specific geographical locations. Since I'm in the US, I can't see some channels that are only available in South America, or perhaps the UK or France. Your Roku user account is locked to a geographical location. It's based on where you were located when you created the account. So even if you're currently in a location that a channel is supported, but your user account is based on a location it's not supported, you'll never see the channel available.
I did a quick search in the US channel store, and the only channel I could find with a name close to that is StarTV+, which appears to be something that can be used to access an existing TV subscription (likely a cable company offering).
