Blue clockwise circle moving in the middle of my screen...what does it mean?

I have the same issue. this generally happens I I turn the device on with the remote. this blue ring of death is very annoying. I have been dealing with it for over 2 years now ever since I got the roku streambar. to get rid of the blue circle I generally have to turn the device on and off several times with a remote or kill the power and reboot. If I just let this circle keep going and going without turning off and on again it will never go away. no kind of error message just an annoying circle that appears with most starts. sometimes the roku device flickers the circle will pop up and the screen back to home page. sometimes the circle appears when selecting an app like the roku channel. very unstable device if you ask me.  I'm using Comcast internet all my other devices are connected just fine.
