Are you using a Roku device or a RokuTV? If you just have PlutoTV installed on some smart TV (without Roku), then it may be that Sign In is not supported on that TV, or maybe the Pluto app needs to be updated on that TV's OS.
On a Roku device/RokuTV, you should be seeing the full menu.

I'm using Roku 4K HDMI plug in. I have two and I hold also have three smart TVs where it's installed directly none of them support signing in,
I can't remember noticing this before but it might be a UK thing and it might have something to do with the imminent merge of Pluto TV with My5 streaming services

When I looked over Pluto TV support and changed location/language to English (UK) (GB), the support page reloaded to https://support.pluto.tv/s/?language=en_GB, and there was no longer info regarding sign-in and sign-up, so I think you may be right that this is a regional issue.
When I go to watch PlutoTV using a UK connection, there also is no longer a Sign-in or Sign-up screen on the Home page of the website.
