This usually occurs when there's a problem with your Roku account. If you created your account while outside of Canada or while using something like a VPN that masks your true location your account won't be associated with Canada. It can also happen through no fault of your own. The only remedy is to create a new account, factory reset the Roku device, and link it to the new account.
